The Utah Procurement Code provides that a procurement may be made without competition when the University determines that there is only one source that can reasonably meet the University’s need for the required supply or service, as described in Utah Code Ann. § 63G-6a-802.

The Purchasing Department has received the following request for sole source procurement:

Product and/or Service to be Purchased: Health Savings Account (HSA)

Sole Source Justification: University of Utah Health Human Resources (HR) currently has a contract with ASI Flex to administer both medical and dependent flexible spending account (FSA) benefits for employees.  HR is expanding the menu of benefit offerings to include a Health Savings Account (HSA).  Industry practice is to bundle HSA and FSA services with a single vendor for a variety of reasons including: cost effectiveness, simplified systems requirements, and ease of understanding for employees. We estimate transitioning to a new vendor for both HSA and FSA would cost an added $218,000.00 in spend and an estimated 475 hours. This dollar amount is made up of training costs, conversion costs, disruption of service costs and staff time for implementation. Therefore, at this time, it is too cost prohibitive to transition to a new vendor.

This sole source will be valid for a period of five (5) years and will exceed $50K annually.
