The Utah Procurement Code provides that a procurement may be made without competition when the University determines that there is only one source that can reasonably meet the University’s need for the required supply or service, as described in Utah Code Ann. § 63G-6a-802.

Sole Source Justification:
Francesca Birks and Aretee Consulting provide a unique insight on future trends for student experience in higher education and the bridge to the innovation, creative and entrepreneurial ecosystem across the US. What makes this work so unique is the insight and expertise Francesca brings. It is her involvement in other projects on campus as well as her depth of connections in the respective hospitality, film and media arts industries that make her the only one who can bring the insights and expertise through her work to the U. There are not other vendors who have the University of Utah and US innovation ecosystem partnership contacts to leverage.
This sole source will have a duration of from February to December 2024 and will cost over $50,000.
