{"id":22,"date":"2013-12-02T12:39:29","date_gmt":"2013-12-02T19:39:29","guid":{"rendered":"http:\/\/fbs.admin.utah.edu\/policypoints\/?p=22"},"modified":"2013-12-02T12:39:29","modified_gmt":"2013-12-02T19:39:29","slug":"revised-procurement-policy-and-rules","status":"publish","type":"post","link":"https:\/\/fbs.admin.utah.edu\/policypoints\/2013\/12\/02\/revised-procurement-policy-and-rules\/","title":{"rendered":"Revised Procurement Policy and Rules"},"content":{"rendered":"<p style=\"text-align: left;\" align=\"center\"><img decoding=\"async\" loading=\"lazy\" class=\"alignleft\" alt=\"\" src=\"http:\/\/fbs.admin.utah.edu\/download\/cpc2.jpg\" width=\"194\" height=\"158\" \/>Pursuant to changes in the State of Utah Procurement Code effective May 1, 2013, University policies and rules regarding procurement have been revised, consolidated and simplified.\u00a0 \u00a0This has been a significant effort that started with a large stakeholder team from several departments including the Office of General Counsel.\u00a0 The regulations were thoroughly vetted prior to approval by the Board of Trustees and needs of faculty and the University Health Care System are reflected in these changes.\u00a0 Much of the language included in the new policy comes directly from the Utah Procurement Code to ensure compliance.<\/p>\n<p>The new Regulations have been approved and published in the <a href=\"http:\/\/regulations.utah.edu\/\">University Regulations Library<\/a>.\u00a0 Two former policies, 3-112 Acquisition and Use of Printing, Duplicating and Photocopy Equipment and 3-151 Vending Services on Campus, have been incorporated into the new Restricted Purchases and Special Procurement Rule.\u00a0 Also, two former rules, R3-100A Solicitation by Suppliers and R3-191A Small Dollar Blanket PO\u2019s and Maintenance Agreements, have been incorporated into the revised rules.<\/p>\n<p>The new Policy and rules are numbered as follows:<\/p>\n<p><a href=\"http:\/\/regulations.utah.edu\/administration\/3-100.php\" target=\"_blank\">3-100<\/a>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 University Procurement (Policy)<\/p>\n<p><a href=\"http:\/\/regulations.utah.edu\/administration\/rules\/R3-100B.php\" target=\"_blank\">R3-100B<\/a>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Solicitation of Bids, Proposals and the Award of Procurement (Rule)<\/p>\n<p><a href=\"http:\/\/regulations.utah.edu\/administration\/rules\/R3-100C.php\" target=\"_blank\">R3-100C<\/a>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Requisition Preparation and Processing (Rule)<\/p>\n<p><a href=\"http:\/\/regulations.utah.edu\/administration\/rules\/R3-100D.php\" target=\"_blank\">R3-100D<\/a>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Delegated Small Purchase Authority (Rule)<\/p>\n<p><a href=\"http:\/\/regulations.utah.edu\/administration\/rules\/R3-100E.php\" target=\"_blank\">R3-100E<\/a>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Restricted Purchases and Special Procurement (Rule)<\/p>\n<p>Those involved with procurement should know these Regulations.\u00a0 Contact the Purchasing Department at 801-581-7241 with any questions.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Pursuant to changes in the State of Utah Procurement Code effective May 1, 2013, University policies and rules regarding procurement have been revised, consolidated and simplified.\u00a0 \u00a0This has been a significant effort that started with a large stakeholder team from &hellip;
