Total Contract Manager


Total Contract Manager (TCM) is a central repository for procurement-related contracts for the university campus.

TCM provides:
  • Electronic access to campus department and U-wide contracts
  • A quick search function
  • Reporting capabilities
  • The ability to set notifications in advance of contract expiration dates, or other requirements to allow sufficient time to finalize a new contract
  • Access through the campus-wide UShop Marketplace , with Chief Procurement Officer (CPO) approval.
This effectively captures:
  • Total spending
  • Dates
  • Transparency and compliance with both state and federal procurement laws, thus protecting the university from liabilities.
  • Insurance requirements and many other procurement-based needs relating to contracting services
Why TCM is Important:
  • Compliance with the State of Utah Procurement Code and University of Utah policies.
  • Generally, the maximum length of a procurement related contract is five years. As such, it is important to have a streamlined contracts system which provides access to procurement-related contracts and supporting documentation. TCM provides campus departments the ability to renew contracts pursuant to terms listed in the contract, which originated from an RFQ, IFB, and RFP procurement processes.
  • The State of Utah Procurement Code limits the amount of time a contract can be extended to 120 days maximum after the contract final term has ended. TCM can provide contract notifications to campus department representatives ensuring term limits are not missed.
