Payroll federal withholding taxes for nonresident alien employees may increase beginning with the August 15th, 2009 paycheck due to implementation of the IRS mandated American Recovery and Reinvestment Act of 2009 new tax tables. Nonresident alien F-1 students from India are not included in the change. Nonresident alien employees qualifying for a tax treaty exemption will not be affected until the treaty exemption limit is reached.

We excitedly announced in June that you could sign up to receive your W-2 electronically. 

Now we have more exciting W-2 news!

You now have the ability to view your W-2 form year round.  No longer will they be unavailable online after the tax season ends.  Your W-2 forms back to 2001 are now available to see all the time.  To view your W-2:

  1. Sign on to the CIS and click the Employee tab (if it is not your default tab).
  2. Click W-2  W-2 Form Reprint and you will have access to your W-2’s back to 2001.

***Going GREEN***  Employees can elect to only receive their W-2 electronically!!

The University of Utah has just made it possible for employees to elect to only receive the W-2 Wage and Tax Statement electronically.  This has several advantages:

  • Employees will be able to access the W-2 a couple of days earlier, because they will not have to wait for it be delivered in the mail.
  • Employee’s sensitive personal information will not be sent through the mail.
  • Green – natural resources are saved by not printing and mailing W-2 forms.
  • Budget Savings – In these tight budgetary times, this will have a positive impact on the budget of the University.

Please encourage employees to sign up to take advantage of this opportunity.  To sign up:

  1. Signon to the CIS and click the Employee tab (if it is not your default tab).
  2. Click Payroll, Taxes and Salary.
  3. Click Paperless W2 and you will have the option to select to receive your W-2 electronically.

As a part of the American Recovery and Reinvestment Act of 2009, the Internal Revenue Service has provided new wage withholding tables. Beginning with the pay period ending 3/15/09, the University will apply the new tables to employees’ income tax withholding calculations. The new tables will increase take-home pay for most employees, but higher income employees may not see a difference.

As reported in an earlier news post, the Financial Web Apps (located in the FBS pagelet and FBS Admin pagelet) in the Campus Information System have moved to a different WEB Server.

As of today, March 13, 2009, ALL OLD Bookmarks  for  all U of U Web Applications (urls begin with www.acs.utah.edu/prod/financials, www.acs.utah.edu/prod/bin, and www.acs.utah.edu/prod/hrbin) will not work! 

Since these applications are all located inside the CIS, it is always best to select the desired application from the appropriate CIS menu

Form W2, Wage and Tax Statement for year 2008 will be delivered by January, 31st, 2009 to current employees’ home departments and mailed via the U.S. Postal Service to former employees.

Reprinted Forms W2 for year 2008 are available online. Your employees or former employees can reprint their own W2 by going to the University Campus Information System.

The navigation for this feature is as follows:

  • In the Campus Information System, go to the Employee Tab.
  • Navigate to the My Human Resources/Payroll pagelet.
  • Click on Form W-2.

If employees or former employees do not remember their password, they may contact the Campus Help Desk at (801) 581-4000. If the employees or former employees do not remember their University id, they should contact their (former) home department. If an individual would like Tax
Services to re-print his or her W2 copy, a W2 reprint request form is required with a $12.00 reprint fee. The reprint form is available on the Tax Services Website. The 2008 W2 reprint request will be processed in two business days.

Human Resources and Financial and Business Services have reviewed off-cycle pay system defaults to ensure appropriate federal and state income tax withholding calculations.  Please be advised that off cycle payroll checks are treated as an addition to regular cycle payroll checks within the pay period, with income taxes allocated to the separate payments as if they were a single payment.  This is called “aggregate taxation.”   If an employee wishes to adjust his/her employee withholding allowance certificate, Form W-4, this can be completed before the supplemental pay is prepared via the Campus Information System Employee tab.  For example, if the employee wishes to decrease payroll income tax withholding for a certain pay period, the employee would increase the Form W-4 allowances.

In the alternative, an employee or the employer can elect flat rate withholding for an off cycle paycheck.  The flat tax withholding rate is currently 30% total, 25% for federal and 5% for Utah.

Due to review of the appropriate pay system defaults and a new tax table effective January 1, 2009, you may see changes to income tax withholdings for employee pay.

  • Effective January 1, 2009, the statewide general sales tax rate will increase .05 percent, affecting rates throughout Utah. Go to http://tax.utah.gov/sales/rates.html to see the new combined rate for all localities.  The new Salt Lake City, in Salt Lake County general sales tax rate will be 6.85%.

  • Utah County will impose an airport, highway and public transit tax. The tax rates for all Utah County localities will increase .25%.
  • Other sales taxes such as the transient room tax and the tourism tax will not change.
  • Sales tax for food and food ingredients will not change and will stay at 3%.
